Senior Safety Officer – Necsa Group Compliance Services | North West
Introduction
The Necsa Group is seeking highly skilled and motivated Senior Safety Officers to join its Group Compliance Services department within the Strategy and Business Enablement Division. This permanent opportunity, based in the North West province, offers an exciting role in driving industrial safety excellence, compliance, and operational integrity.
As a Senior Safety Officer, you will play a critical role in developing and implementing the Conventional Industrial Safety Programme, ensuring compliance with the Necsa SHEQ-INS system, Occupational Health and Safety (OHS) standards, and relevant regulatory frameworks.

Job Purpose
The main objective of this role is to manage and enhance Necsa’s safety programmes, ensuring compliance with occupational health, safety, and environmental standards. You will lead initiatives that minimize workplace risks and promote a safety-driven culture across all operational levels.
Key Responsibilities
Process Management
- Provide technical guidance and leadership to Safety Officers in implementing H&S programmes.
- Coordinate and consolidate feedback from Safety Officers for reporting to management.
- Offer expert advice to line management on safety and compliance matters.
- Monitor compliance with SHEQ standards, occupational hygiene, and industrial safety requirements.
- Compile reports on the effectiveness of industrial safety programmes.
- Lead Safety Committee meetings and coordinate facility safety structures and resources.
Process Implementation
- Develop and implement criteria for on-the-job safety evaluations and hazard control.
- Conduct HIRAs (Health and Safety Risk Assessments) and prescribe necessary PPE.
- Develop project-specific Baseline HIRAs and prescribe safety measures for high-risk tasks.
- Assist in investigating incidents and ensure corrective actions are implemented.
- Coordinate the implementation of certified H&S Management Systems.
Specialized Safety Functions
- Act as a designated Safety Specialist and Construction Safety Officer as per regulations.
- Evaluate and approve contractors’ health and safety plans and competencies.
- Advise on Section 37(1) agreements and ensure compliance with Necsa’s SHEQ standards.
- Attend project and safety committee meetings to align activities with regulatory requirements.
- Monitor contractor activities to prevent unsafe practices and potential risks.
Auditing and Compliance
- Prepare for and participate in internal and external audits (SHEQ, SABS, NNR).
- Ensure timely closure of inspection findings and compliance with legal requirements.
- Develop and execute internal audit scopes for the occupational safety programme.
- Provide ongoing guidance on statutory surveys, inspections, and regulatory audits.
Knowledge & Skills
- Comprehensive understanding of ISO 45001 and working knowledge of ISO 9001 and ISO 14000.
- Familiarity with safety-related legislation, including the OHS Act, Nuclear Energy Act, and NNR regulations.
- Proficiency in MS Word and Excel.
- Experience with safety management software and document control systems.
- Excellent communication, negotiation, and leadership skills.
- Analytical ability to evaluate safety performance, identify risks, and implement improvements.

Minimum Requirements
- Qualification: National Diploma in Safety Management or equivalent.
- Experience: Minimum of 5 years in implementing and maintaining SHEQ systems.
- Advantageous: SAMTRAC certification, Occupational Hygiene certificate, or Project Management experience.
- Registration: Applicable professional registration (e.g., Construction Health and Safety Officer).
