About the Role
The University of the Free State (UFS) is seeking a qualified and motivated Occupational Health and Safety Officer to join its Facilities Management team at the Bloemfontein campus. This permanent role (Post Level 11/10) reports to the Deputy Vice-Chancellor: People and Operations and is responsible for implementing, monitoring, and maintaining high standards of occupational health, safety, and environmental compliance across the university.
The position is ideal for professionals with a strong background in safety management, event coordination, contractor oversight, and emergency response, and who are committed to promoting a safe, healthy, and compliant campus environment.
Key Duties and Responsibilities
Contractor and Supplier Management
- Ensure principal contractors comply with health and safety regulations, including the Compensation Commissioner requirements.
- Verify that all subcontractors appointed by contractors are competent and compliant.
- Conduct regular inspections and audits during construction projects.
- Attend project meetings and review safety reports and documentation.
- Ensure all incidents and accidents are reported to the University and Provincial Director.
Event Management
- Attend preparatory meetings and inspect event venues for compliance.
- Ensure public liability insurance is in place for all events.
- Coordinate health and safety information and provide guidance to employees and visitors.
- Monitor H&S compliance during events and attend briefing sessions with relevant stakeholders.
Safety and Health Management
- Audit and inspect gas cage installations and diesel tanks for compliance.
- Manage fire safety systems, including structural and veld fire management.
- Conduct laboratory safety inspections and audits.
Emergency Management
- Implement the emergency and disaster plan in collaboration with Protection Services.
- Inspect buildings for fire and safety compliance.
- Coordinate training for emergency coordinators and campus occupants.
Injury on Duty Management
- Ensure timely reporting of accidents to the Compensation Commissioner and completion of all required documentation.
- Manage motor vehicle accident cases, including documentation, reporting, and file maintenance.
- Report fatal accidents to Protection Services and the Compensation Commissioner within one working day.
- Collect and report monthly injury statistics and complete incident investigation forms.
Smoking Policy Implementation
- Assess buildings for compliance with smoking regulations.
- Appoint Smoking Champions and ensure designated areas are available and sufficient.
- Ensure smoking policies are adhered to in buildings and university vehicles.
Requirements and Qualifications
- Bachelor’s degree or Advanced Diploma/Postgraduate Certificate in Safety Management, Occupational Health and Safety, or Environmental Health (NQF Level 6–7).
- Minimum of 2 years relevant work experience in occupational health and safety.
- Valid driver’s license Code 8(B).
- Experience within higher education is recommended.
- Membership or registration with a professional body is advantageous.
- Completion of SAMTRAC course is recommended.

Benefits and Remuneration
The UFS offers a competitive annual remuneration package of R447,323.31 – R562,750.48 depending on experience and qualifications.
